The fluid flows through the filter due to the effect of ozone and air bubbles released by a diffuser at the bottom of the lift tube. The diffuser releases thousands of tiny bubbles into the lift tube, which cause the fluid in the tube to rise and mix with fluid already in the smaller fluid tank.
