The power offsets are related to the control information being sent, and specify the amount by which the mobile should increase its transmit power level when multiplexing particular control information together with the persistent data. Downlink transmissions are then synchronized to the derived reference timing signal. This may be used as a holdover timing mode, such as when the host BTS determines that synchronization from a primary source is no longer reliable. In an embodiment, a reference oscillator of the host BTS is phase locked to the derived reference timing signal. Variations include one or multiple such training signals from one or multiple neighbor BTSs, selecting one BTS when the primary synchronization mechanism fails for several BTSs in the same area, and how to phase lock the oscillator without dithering about the target frequency. If the percentage indicates the absence of a narrowband signal, then a lower second threshold is applied to confirm the absence according to the percentage of power above the second threshold. The signal is classified as a narrowband signal or pre-classified as a wideband signal based on the percentage. In yet another aspect, the transmitter sends configuration information for services being advertised but not transmitted.
