If the brake power is greater than the changeover reference value, the changeover determining unit transmits a changeover signal to a control unit, and if the manipulation tool is manipulated to a neutral point after the control unit receives the changeover signal, the control unit changes the state of the manipulation tool from brake mode to reverse mode.
